* Harden section4 negative validation

Add the remaining section-4 negative-path requirements, design notes, and validation coverage for malformed suite configuration, harvest failures, alignment preconditions, and ground-truth rejection paths.

* Fix PR 98 temp-dir uniqueness

Prevent section-4 harvested test fixtures from colliding under parallel execution by adding an in-process counter to the temporary store-root helper.
