Register directional PCA and DCBC evaluator candidates (#96)

* Register directional PCA and DCBC candidates

- register directional-pca and dcbc-streaming in the evaluator
- add evaluator-owned directional PCA defaults and incompatibility validation
- update evaluator specs for the expanded repository-owned candidate set
