Changed docker release workflow so that we also always push the "latest" tag along with the versioned tag for the new version. (#2058)

* Changed docker release workflow so that we also always push the "latest" tag along with the versioned tag for the new version.

* Removed some obsolete conditionals that did nothing anymore since we changed this workflow to only run upon new releases.

* Rework check for empty release tag and not for the self-defined ENV variable.

* Make sure we don't move the "latest" docker image tag for prereleases.
