Converge airflow/runtimes onto pkg/container

airflow/runtimes is now a thin adapter (injecting config.CFG + the CLI spinner)
over pkg/container, which holds the single implementation of container-engine
resolution, Docker auto-start, and the Podman astro-machine lifecycle. The CLI
now actually consumes pkg/container (so it's exercised by CI) and the duplication
between the two is gone.

Public airflow/runtimes surface (ContainerRuntime, GetContainerRuntime,
GetContainerRuntimeBinary, IsPodman, CreateOSChecker) and all call sites are
unchanged; the desktop-facing pkg/container API (Resolve/Engine/Manager/
ConnectionEnv/…) is preserved (additions only).
