 fix(vue): fix categorization stepper step order and tester config

Fix categorization stepper to use the index based on all categories
instead of only visible ones. Move generic Vue composition functions
(useJsonForms, useDispatch, useTranslator, useAjv) from vue-vuetify
into the @jsonforms/vue package. Fix DispatchRenderer and DispatchCell
to pass the resolved config to the tester context instead of the
unmapped config prop which was always undefined.
