fix: setup:check now recognises .env as a valid source for GitHub credentials

The setup:check task previously only looked at mise.local.toml for
GitHub OAuth credentials. Contributors who store credentials in a .env
file would see a false-positive error.

Changes:
- check_github_credentials now parses .env files and checks for real
  (non-placeholder) GITHUB_KEY and GITHUB_SECRET values
- mise.local.toml remains the recommended path, but .env is now
  recognised as a valid alternative
- Updated docs/development-setup.md to document both options
- Updated docs/coding-agent-setup-skill.md to reflect the new check
- Updated README.md to mention .env as an alternative
