fix(ci): prevent duplicate dist filenames from corrupting PyPI publish

- build sdist on a single matrix leg instead of all twenty; identically
  named sdists raced in the merged dist/ download
- cross-compile macOS x86_64 wheels with --target x86_64-apple-darwin;
  arm64 runners otherwise build arm64 wheels whose filenames collide
  with the arm64 legs and corrupt the merged artifacts
