Sweep: drop Element.__type__, cosmetic base.py/Client.py cleanup, fix three ofxget.py bugs

- Types.py: remove Element.__type__ base class attribute (dead contract)
- Types.py: remove now-unused typing.Any import
- base.py: sum([...]) -> sum(...) in enforce_count
- base.py: drop .keys() in _spec_repr and _apply_residual_kwargs
- Client.py: collapse repeated gen_newfileuid ternary
- ofxget.py: fix variable-scope bug in _queue_scans (close leaked into OFXv2 loop)
- ofxget.py: fix missing 'as exc' in bare except clause (f-string referenced undefined name)
- ofxget.py: fix convert_datetime regression (DateTime.convert called with None after refactor)
