ci: bump Go setup-go pins 1.25 -> 1.26

Align CI/dogfood/release runners with the go.mod toolchain
(go1.26.4), so setup-go installs 1.26.x directly instead of
auto-downloading the toolchain on each run. The three
matrix.go == '1.25' coverage-upload guards move to '1.26'
in lockstep so codecov/coveralls still fire once per run.
