docs: tone down the reinforcement-cost-comparison figure to ~15% savings

The illustrative figure overstated the effect (~70% cost reduction). Adjust the
"with optimisation" values to ~85% of the baseline so each voltage level shows a
more realistic ~15% reduction (LV 142->121, MV/LV 88->75, MV 210->178 k€).
