workflows/*: build with vcpkg cmocka and the Ninja generator

The Tests and CodeQL builds installed cmocka from apt, whose version
predates the typed expectation macros the tests now use, so the build
broke. Configure both with the vcpkg toolchain instead, which provides
the cmocka 2.0.2 declared in vcpkg.json, and drop the apt cmocka
install.

Use the Ninja generator for every CMake build and run the build out of
source through cmake --build in all three workflows. CodeQL configures
before initialising so the dependency build is not traced or analysed.
The Pages build only generates documentation, so it needs neither
cmocka nor the vcpkg toolchain.
