Libappo1 84 update dependencies (#428)

* Remove CoffeeScript from the asset pipeline

Delete the unused boilerplate .coffee files and drop the coffee-rails gem.
Sprockets 4 unconditionally registers a CoffeeScript transformer that lazily
requires the coffee_script library when resolving JS assets, so unregister it
in the assets initializer to keep asset precompilation working without the gem.

* Remove uglifier from the asset pipeline

The production js_compressor was configured as a no-op (no mangling,
compression, or comment stripping), so uglifier provided no benefit while
pulling in an ES5-era minifier and a JS runtime dependency. Drop the gem and
the js_compressor config; Sprockets defaults to no JS compression, matching
the previous effective behavior.
