Wire PROBABILITY_OVERRIDE env var into app.yaml

Declare PROBABILITY_OVERRIDE in both app.yaml templates and substitute
it from the _PROBABILITY_OVERRIDE Cloud Build variable, so the
-probability-override flag can be set on deployed App Engine services
via flagx.ArgsFromEnv.
