feat(bb_ntp_info): surface NTP sync state on /api/info (#388)

read-only sync indicator so web UI / taipan-cli / displays can show a
clock-synced state. NTP is UTC-only; timezone is a separate item (B1-267).

- bb_ntp: stash last-sync unix in the existing sntp time-sync callback;
  add bb_ntp_last_sync_unix() (host stub returns 0). bb_ntp_is_synced()
  already existed.
- bb_ntp_info satellite (mirrors bb_led_info/bb_display_info): registers a
  /api/info extender emitting {"ntp":{"synced":bool,"last_sync_unix":num}}
  + the JSON-schema fragment. keeps the bb_info/bb_json dep off plain
  bb_ntp consumers (pay-for-use).

verified: 1723 host tests pass; coverage 100%; smoke green on esp32,
esp32c3, esp32-p4, tdongle-s3.
