refactor: remove misleading empty try/finally blocks (P2-018)

- Removed empty try/finally blocks at lines 513-517 and 523-527
- Added comments explaining that _load_toml_from_fd closes the fd via os.fdopen()
- The fd ownership is transferred to the file object which closes it
