ci(cli): use buildx for image mirroring (#5542)

## Summary

Replace the third-party image retag action in the CLI mirror-image
workflow with Docker Buildx `imagetools create`.

## Context

This keeps the mirror workflow aligned with Docker's registry-copy flow
and preserves the existing ECR Public and GHCR targets for mirrored
dependency images.
