fix(images): adapt OVN pinctrl to new OVS compose_nd_ns signature

OVS branch-3.3 commit 3430a01a6 ("packets: Add support for unicast ND
NS compose.") changed the compose_nd_ns() signature by adding multicast
and eth_dst parameters. The pinned OVN branch-24.03 commit predates the
new signature, so the nightly base image build has been failing since
2026-06-06 when compiling controller/pinctrl.c, which blocks CVE fixes
from rolling into the base images.

Add a temporary patch that updates both call sites in pinctrl.c with
multicast=true, which keeps the previous behavior byte-for-byte: the
ethernet destination is still derived from the solicited-node multicast
address internally.

Counterpart of #6857 for the OVS branch-3.3 / OVN branch-24.03 pair
used by this release branch.
