feat(go): term-bodied split-set builder — byte-exact RRTI writer + conformance

go/terms.go ports the RRTI v2 writer (front-coded byte-capped dict blocks, a
resident router FST via freeeve/fst-go, the [tailSize][head][tail] postings
region) and the term tokenizer with Rust-std semantics: alphanumeric =
Alphabetic + Nd/Nl/No (wider than IsLetter||IsDigit), full per-rune
lowercasing (U+0130 expands to i + combining dot), the shared stop-word
list, and Snowball stemming via freeeve/go-stemmers.

go/termsplitsetbuild.go mirrors TermSplitSetBuilder: the same seal-estimate
constants (24/2/128), tiering, per-split RRSF facet sidecars +
facet-presence summaries, and a BodyKindTerm manifest with gramSize 0 (term
Blooms deferred, as in Rust).

Cross-language conformance: a new shared golden
(go/testdata/rrti_term_split_golden.txt) generated by the Rust
term_conformance fixture and asserted byte-for-byte on BOTH sides; the
fixture corpus deliberately stresses the tokenizer's Unicode contract
(Turkish İ, a circled digit, Greek capitals, combining accents) plus
stemming, stop words, multi-split sealing, and token-less documents.
