Two small workarounds for Windows support

Both relate to pickling functions.
    - For RunTime(), set out_type in the actual _run() method instead of as an attribute of the object
    - Do not spawn multi-core processes in run_multicore_function if on Windows. It doesn't handle the incoming functions correctly (this may be fixable , I just don't know how at the moment)
