refactor: migrate to math/rand/v2

Switch the five math/rand call sites to math/rand/v2: Intn -> IntN,
Int31 -> Int32, Shuffle unchanged. The v2 generator is auto-seeded and
is the modern idiom; behavior is equivalent for these non-crypto uses
(peer/gap/request selection and UDP transaction ids), and the gosec
nolint markers remain since G404 covers v2 as well.
