Commit Message

Harden Coveralls CI step against reporter-binary flakes (#605)

Bump `coverallsapp/github-action` to v2.3.7 and set `fail-on-error: false`.
v2.3.6 fails the `build` job when the Coveralls reporter binary download or
checksum verification flakes; v2.3.7 honors `fail-on-error` for those failures,
so coverage reporting degrades to best-effort instead of blocking the build (and
thus the merge queue).
