ci: move workflow actions to Node 24

Bump actions/checkout and actions/setup-dotnet to v5 (native Node 24) and set
FORCE_JAVASCRIPT_ACTIONS_TO_NODE24=true so the remaining Node 20 JavaScript
actions (action-gh-release, coveralls, upload-artifact) also run on Node 24,
clearing the Node 20 deprecation warning.
