Extract a `TENSORFLOW_MODULE` constant for the module-name literal (#597)

`getImportContext` matched the `"tensorflow"` module name with a literal in four
places (the `from`-import source, the qualified import, and the `import ... as`
alias prefix). Hoist it into a single `TENSORFLOW_MODULE` constant so the
module name is single-sourced. Pure refactor; behavior unchanged.
