* Add streaming clustering evaluator spec trifecta

Create a new spec package for a reusable streaming clustering evaluator crate.

The package defines requirements, design, and validation for comparative benchmarking of clustering candidates through the existing shared streaming-clustering trait boundary, with explicit deferred handling for full index properties that cannot be proven at this boundary.

* Broaden evaluator spec to leaf-stage scoring

Revise the streaming clustering evaluator spec package so it explicitly scores leaf-stage behavior from final cluster assignments.

The updated package adds leaf-model benchmark requirements, evaluator-owned leaf membership materialization, fixed-capacity occupancy checks, same-leaf locality metrics, local-vs-global compression metrics, and an explicit future-work boundary for a later end-to-end evaluator on the indexer and search specs.
