feat(openalex): lite tier-0 dataset from existing artifacts (task 030)

Doc ID == citation rank, so a manifest listing only the top rank tiers
IS a search over the top-cited slice of the corpus — same split bodies,
same record store, no new index. splitset_strip_summaries gains an
optional max_tier argument; openalex-lite.rrss (46 splits, 47.6M docs,
3.4 KB) is generated from the live stripped manifest and uploaded.

?ds=lite boots straight into split mode over the top ~10% of the
corpus (the economics page's 1/10th-scale column, now live and linked
from it); term/semantic stay full-corpus. syncUrl now pins a
non-default ds across searches instead of dropping it.
