ci: fix perses dashboard updater workflow (#4289)

The dual-checkout (HCO + monitoring) causes
a duplicate Authorization header when
create-pull-request pushes to the HCO repo,
resulting in HTTP 400 from GitHub.

Add persist-credentials: false to the
monitoring checkout since it is read-only.
Bump create-pull-request to v7 ahead of the
Node.js 20 deprecation on June 2, 2026.
