Fix an errata in GSV sentence (#123)

* Fix an errata in the NMEA4.11 GSV sentence where SignalID (GNSS frequency) was meant instead of SystemID. See "NMEA ERRATA # 0183 20190515 GSV Sentence" for more information on the correction.

* Fix typo in comment
