Drop Python 3.9 support; patched black/pytest require >=3.10

Black 26.3.1 (CVE-2026-32274) and pytest 9.0.3 (CVE-2025-71176) both
require Python >=3.10 and have no 3.9 backport, so the 3.9 CI job could
not install the patched toolchain. Python 3.9 is EOL since Oct 2025.

- build.yml: drop 3.9 from the test matrix
- setup.py: python_requires >=3.10,<3.13
- Makefile: interpreter auto-select and version check -> 3.10
- docs: update supported Python versions to 3.10-3.12
