* Add 2.5.1 upgrade artifacts and Docker-based upgrade test

- Add scripts/config/upgrade/2.5.1-rc.1.js with facet upgrade config
- Add scripts/migrations/migrate_2.5.1.js for the 2.5.0→2.5.1 migration
- Add test/upgrade/2.5.0-2.5.1.js covering version check, old-offer
  compatibility, new orchestration methods, ERC3009 metatx, and
  allowlist verification
- Update docker-compose.upgrade.yml to use the 2.5.0 base image
- Remove obsolete test/upgrade/2.4.2-2.5.0.js

When ExchangeHandlerFacet and ExchangeCommitFacet were refactored to
extract ExchangeRedeemBase and ExchangeCommitBase, the code was copied
but all inline (non-natspec) comments were dropped. This commit copies
them back verbatim from the original implementations.
