chore(deps): upgrade dalgo to v0.59.1 + assess typed Collection[K,T]

Bump github.com/dal-go/dalgo v0.58.2 -> v0.59.1 (go mod tidy; build, vet, and
all tests stay green — no source changes required).

Add DALGO-TYPED-COLLECTION.md documenting why the new typed dal.Collection[K,T]
convenience layer is not adopted in botsdal yet: the DAL functions are generic
over interface-typed model data via factories (BotChatData/PlatformUserData),
whereas Collection[K,T] needs a concrete allocatable T and returns a shape
poorer than the record.DataWithID[K,D] the framework standardises on. The report
proposes the dalgo-side helpers (record.GetDataWithID / record.ReadDataWithID)
and bots-fw cleanup that would make adoption worthwhile later.
