docs: fix stale notebook links, heading levels, and a docstring warning

Follow-up cleanup on the ReadTheDocs restructuring.

- Update 18 stale doc links across all tutorial notebooks: old api/*.html ->
  AutoAPI per-class pages, retired features_in_detail/usage_details/configs ->
  their new methodology/userguide/reference pages, dead quickstart anchors,
  and the non-existent draw_plotly ref -> plot_plotly
- Normalise heading levels in simple_example.ipynb and plot_example.ipynb
  (no more h2->h4 skips), clearing the docutils "inconsistent title style"
  errors
- tools.config.get_database_alias_dictionaries: fix the malformed :returns:
  list that produced a docutils block-quote warning

Docs build is clean (only the pre-existing AutoAPI duplicate-object warnings
remain; zero docutils errors).
