ci: switch to cpa.sh

It was announced in
https://github.com/cross-platform-actions/action/releases/tag/v1.1.0 and
since then the action has been producing the following deprecation
warnings:

Input 'run' has been deprecated with message: The "run" parameter is deprecated.
Use the custom shell (shell: cpa.sh {0}) on subsequent steps to run commands
in the virtual machine instead.
```
The 'run' input will be removed eventually
