Use lit for content panel components

Necessity to compose components together has arisen and web components
have been given a shot. They proved to be too cumbersome with large
amount of boilerplate and imperative manipulation of DOM. Lit was found
to be a good middle point.

- Delete Content and make the Content2 -> ContentPanel
- Split ContentPanel's components
- Content actions are currently gone, because passing actions as prop
isnt implemented in this round
- Rename contentTree.js to flattenSubtree.js
- For now lit lives in a vendor directory, which is version controlled
- Exclude vendor directory from nyc
