ci: build app/worker from the base built this run, not a stale registry copy

The matrix built all four images in parallel and app/worker COPY --from
cpcwood/home-server-base — a bare name resolving to docker.io (last pushed
2024-09), so deployed images shipped 20-month-old code (no /up route → probe
404 → deploy fail). Split into build-base (base + worker-deps, pushed by SHA)
then build-app, remapping COPY --from to the fresh GHCR images via
build-contexts. Also cache the tflint AWS ruleset to avoid its API rate limit.
