refactor(env): consolidate link helpers and move rendering to format.go

- Single toUpdateLink/toExcludeRequest converters replace the duplicated
  GET-to-PATCH copy logic across five helpers; excluding builders are one
  pass now
- linkExists/excludeExists use slices.ContainsFunc
- Fold resolveWorkspaceVarWithSecrets into resolveWorkspaceVar
- Rename coreClient param to astroV1Client to match the env package
- Move links table/JSON/YAML rendering into env.WriteVarLinks alongside
  the other Write* formatters; the cmd layer no longer hand-rolls format
  dispatch
