Relax Tomcat tag and add apt upgrade steps

Use the broader tomcat:10.1-jdk21-temurin base instead of a specific patch tag and add targeted apt upgrade/install steps. The Dockerfile now runs a dist-upgrade and --only-upgrade installs for several system packages (util-linux, tar, libgcrypt20, libc-bin, libc6, locales, libexpat1, binutils, xz-utils, liblzma5) and conditionally installs libgnutls30 or libgnutls30t64 depending on availability. Packages are installed with --no-install-recommends and apt lists are cleaned to keep the image lean. These changes aim to improve compatibility and ensure timely security updates without pinning a specific Tomcat patch version.
