Change the default SMS limit from 5 to 0

Can't have nice things – if free accounts have any SMS quota,
an attacker can mass-create many accounts and send a few SMS
from each, but thousands in aggregate.

This only has effect on the hosted service, where
settings.USE_PAYMENTS=True. On self-hosted instances, user
accounts have high limits (see hc.accounts.models.ProfileManager)
