web-ui: add sensor data export for csv and jsonl (#1127)

* web-ui: add sensor data export for csv and jsonl

Add Sensor Data export controls with a custom start/end range, CSV and JSONL downloads, and paginated Azure Table reads so exports include all matching rows.

Keep the existing graph/table display path unchanged, update the web UI specs, and add Node-based regression coverage for export formatting and continuation token handling.
