Reject empty variable_name in non-LFP reports

parseMandatory only checks key existence, not that the value is
non-empty. An empty variable_name would silently pass the regex
validation. Now it throws a SonataError.

Also moves the variable_name validation (empty check + regex) into
the else branch so it only runs for non-LFP reports, which never
have a variable_name.
