Reject empty electrodes_file in LFP reports

Previously an empty electrodes_file string silently skipped path
resolution. Now a SonataError is raised when electrodes_file is
present but empty in an LFP report.
Pull Request #49: Move electrodes_file to per-report LFP blocks
