feat(DATATEAM-551): add EDP support for CDE changelog generation

Recognize when an MDF property's Enum points to an EDP term and emit a
specifies_value_set relationship between the CDE and the EDP's value_set
in the Liquibase changelog, rather than merging inline PVs.

- Add edp_reference field to AnnotationSpec
- Add get_edp_enum_term helper to extract EDP term from a property's value_set
- Populate edp_reference in make_model_cde_spec when an EDP term is present
- Add _generate_edp_link_cypher and EDP branch in convert_annotation_to_changesets
- Add tests for EDP cypher generation and model spec building
- Loosen bento-mdf/bento-meta version pins to >= to support EDP branches
