feat(bb_partition): read-only partition enumeration + bb_diag GET /api/diag/partitions (#372)

New bb_partition component: bb_partition_list / get_running / get_next_ota return a
portable bb_partition_info_t {label,type,subtype,offset,size,running,next_ota} (strings,
esp-free interface) over esp_partition_find(ANY) + esp_ota_get_running/next_update_partition.
bb_diag gains GET /api/diag/partitions emitting the table as a JSON array (thin consumer;
the surface lives in bb_diag, the primitive in bb_partition).

- read-only only — flash write/erase/migration stays deferred (B1-62 / bb_flash)
- host mock (deterministic 4MB layout) + 7 unit tests + a route-fidelity test
- wired: platformio.ini, scripts/native_scaffold.py, test/test_host/test_main.c;
  BB_DIAG_ROUTE_COUNT base 5 -> 6

Implements B1-253.
