* Fix PublishBinary failing when project targets multiple frameworks

dotnet publish requires an explicit --framework when the project has
multiple TFMs. Since net9.0 was added alongside net10.0, the publish
step now needs SetFramework("net10.0") to avoid NETSDK1129.
