* ARO-25194: Fetch per-VM master sizes from Azure for resize quota validation

* fix mock files

* add panic recovery to preresizevalidation goroutines

* extract GetMasterVMs for reuse

* fix test mocks for VMGetSKUs API change and tidy go.sum after rebase

* reject resize when fewer than 3 master VMs are found

* align pre-resize quota checks with control plane machines

* parallelize pre-resize validation tests

* drop unnecessary InstanceView expand from pre-resize VM size lookup and fix KubeList mock after rebase

* return InternalServerError when current VM size is unresolvable
