Address CLI reorg review: reference tests, consistent bare-command, rename (#104)

Follow-up to #103:
- Add CLI-level smoke tests for "tsarina reference" (help, bare->list,
  list, path, unknown dataset/version errors) and assert "data sources"
  is gone + bare "data" lists. Closes the dispatch coverage gap.
- Make bare "tsarina data" default to list (was a usage error), matching
  bare "tsarina reference". Both data groups now behave consistently.
- Rename _data_available -> _data_list_all (the "available" subcommand is
  gone; it is the "list --all" view now).
- Show the "tsarina reference" cross-pointer in the empty-registry branch too.

422 tests pass; lint/format clean.
