* ci: add npm staged publish workflow

* ci: use npm stage publish as final step

* build: shrink published package by externalizing sourcemaps

Inline base64 sourcemaps accounted for ~490KB (~72%) of the published
tarball. Switch sourcemap to external .map files and exclude them from
the npm package, dropping the unpacked size from ~683KB to ~194KB.

Also restore tsup's bundled declarations (dts: true) instead of emitting
+ duplicating via tsc; this requires ignoreDeprecations for the baseUrl
tsup injects into rollup-plugin-dts under TypeScript 6.
