feat(source)make source config types non-exhaustive
Mark X509ResourceLimits, JwtResourceLimits, and X509Context as
non-exhaustive so future releases can add fields without another breaking
change. Add explicit ResourceLimits constructors and update docs/tests to use
constructor APIs instead of struct literals.
BREAKING CHANGE: downstream callers can no longer construct X509ResourceLimits
or JwtResourceLimits with struct literals. Use new, default, default_limits, or
unlimited instead.
