docs: update I9-003 and I9-004 with owner feedback

Updated TODO.md with owner feedback received on 2026-06-07:

I9-003 (Question Message Type):
- Status changed to READY FOR ANALYSIS
- Rendering: appropriate per client capabilities
- Answer options: provided by sender, optional free-text option
- Response: simple text response (not special message type)
- Participant types: any participant can create question
- Timeout: optional with default answer
- User can cancel/not answer

I9-004 (Collapsible Messages):
- Status changed to READY FOR ANALYSIS
- Subject: optional
- Default: global collapsed, user can override
- Historical messages: always collapsed
- Settings: user preference (applies to all clients)
- Apply to: collapsible messages only (those with subject)
- Subject formatting: supports colors, special characters, icons
