Clarify streaming clustering conformance validation (#67)

Clarify VAL-STREAM-TRAIT-017 so it requires suite-driven implementation and expectation failures, and add conformance tests that exercise the runtime propagation paths.

Coverage for crates/lexongraph-streaming-clustering/src/lib.rs increased from 233/311 (74.92%) to 241/311 (77.49%).
