feat(configuration steps): add a "add_parameters" field for editable, non-derived parameters

Previously we overloaded the "derived_parameters" to do this, but it has the side effect
of creating un-editable parameters.
This allows one to add them, if they are not present yet.
If we provide a "New value" it gets used, if not, the value from FC is used, if not available,
then no parameter is added.
